Say you have a small incoming asteroid that, without intervention, will hit country A. As you add momentum to the astroid, the Earth impact point will move in a (mostly?) continuous fashion. Everyone wants it to miss the Earth completely, but what if the intervention is botched and it instead hits a different country B? And will countries that wouldn't be touched by the initial expected impact object to any intervention that raises their own risk?
